Section 24

Appropriate Government to take measures to publicise this Act

The appropriate Government may, subject to the availability of financial and other resources,—
develop relevant information, education, communication and training materials, and organise awareness programmes, to advance the understanding of the public of the provisions of this Act providing for protection against sexual harassment of woman at workplace;
formulate orientation and training programmes for the members of the Local Committee.

Plain Language

Subject to the availability of financial and other resources, the appropriate Government may develop information, education, communication and training materials and organise awareness programmes about the Act.

The appropriate Government may also formulate orientation and training programmes for Local Committee members. Section 24 does not itself create a separate nodal-officer training duty.

Why It Matters

Awareness and capacity-building are expressly contemplated by the Act, subject to the resources condition in Section 24(1).

Government publicity can complement, but does not replace, employer duties under Section 19 or the District Officer's duties under Section 20.

Training for Local Committee members is specifically named; the section should not be expanded into an unsupported list of government training recipients.

Practical Example

Scenario: A State Government develops a multilingual awareness pamphlet on POSH rights and distributes it through District Officers to workplaces, community centres, and NGOs.

Outcome: This fulfils the Section 24(1)(a) mandate for information and education materials.

Scenario: The government organises a two-day orientation programme for newly nominated Local Committee members covering inquiry procedures, confidentiality, and compensation determination.

Outcome: This falls within the orientation and training measure described in Section 24(1)(b), subject to available resources.

Common Mistakes

Treating government awareness campaigns as a replacement for employer-side training under Section 19 — both are required independently.

Ignoring the resources condition in Section 24(1) when describing the government's discretionary measures.

Treating Section 24 as a replacement for employer duties under Section 19 or District Officer duties under Section 20.
