An offline workbook to reconcile prescribed annual reporting information, identify source owners and distinguish Committee reporting from employer duties.
The direct answer
Section 21 assigns the Internal Committee an annual report function to the employer and District Officer; Section 22 addresses the employer's information in the annual report. This workbook maps prescribed information to sources and owners for reconciliation and does not itself file a report or decide a reporting deadline or authority for a particular organisation.
Use with review. This editable resource is a structured starting point. It is not a government form, certification or guarantee of compliance. Confirm current law, applicability and internal approvals before adoption.

Purpose and application
What this toolkit covers
01
Purpose and reporting roles
The workbook helps the Internal Committee and employer-side reporting owners assemble, reconcile and review annual reporting information. Section 21 concerns the Committee report in each calendar year to both employer and District Officer. Section 22 separately concerns information in the employer's organisation annual report or the applicable alternative intimation. Record the periods and verified submission routes separately.
02
Workbook structure and data lineage
Nine sheets cover instructions, reporting context, the five Rule 14 inputs, separate Section 22 inputs, data reconciliation, workshop and awareness records, authority and submission evidence, review prompts, and sources. Record an authoritative source, actual reviewer, period and as-of date for the inputs. The pending-over-ninety-days figure also needs a reviewed ageing basis; the action-taken field remains narrative.
03
Prescribed information and legal checks
Section 21 describes the Internal Committee or Local Committee's annual report function. Rule 14 specifies five categories: complaints received; complaints disposed of; cases pending for more than ninety days; workshops or awareness programmes carried out; and the nature of action taken by the employer or District Officer. Section 22 separately concerns employer annual-report information or applicable intimation. Do not combine these into a single assumed return; confirm current official text, recipient and process before use.
04
Reconciliation and controls
The workbook can flag blank entries, inconsistent totals, unresolved sources and reviewer follow-up. A formula can expose arithmetic inconsistencies but cannot decide legal applicability, whether an event belongs in a prescribed field or whether a report is complete. Internal source lineage, dual review and sign-off are recommended controls unless a specific legal source makes a particular step mandatory.
05
Confidentiality and data minimisation
Use aggregated and minimum necessary information wherever the reporting field permits. Do not include names, complaint narratives, witness identities or inquiry findings in this planning workbook. Apply Section 16 restrictions and the organisation's access and retention controls to underlying records; store any source records separately in the authorised system.
06
Limitations and guidance
This workbook is not a statutory filing portal, prescribed government form or legal opinion. Confirm the reporting period, applicability, recipient, timing and source figures against current law and competent local requirements before submission. Consult the Annual Report Preparation Guide.
Keep the distinctions clear
Law, Rules and recommended controls
01
Act requirement
Check the applicable provision in the POSH Act and the organisation's facts.
02
Rules requirement
Check prescribed details in the POSH Rules and current applicable instructions.
03
Recommended control
Use internal trackers and review steps as governance support, not as universal statutory duties.
Review before adoption
Common implementation mistakes
Combining Section 21 Committee reporting and Section 22 employer reporting into one assumed universal return.
Treating a blank field as a confirmed zero or calculating an aged-pending figure without a verified as-of date and complete data.
Assuming a universal filing deadline, recipient or format without checking the applicable official instruction.
Questions about this toolkit
Frequently asked questions
Does this workbook submit an annual report?
No. It is an offline preparation and reconciliation tool. The employer and Committee must follow applicable reporting channels and obligations.
Should complaint-level details be entered?
No. Keep identifying case data in the organisation's authorised protected records and use only necessary, legally appropriate reporting information here.
Confidentiality and data minimisation
Keep sensitive records appropriately controlled
These are blank organisational tools. Do not submit complaint narratives, identifiable inquiry records or witness information to PIH to complete them. Restrict internal access according to the information recorded. Section 16 of the POSH Act imposes specific confidentiality restrictions; the public Templates Library is not a complaint-management system or statutory filing portal.
