An offline workbook to map workplace units, nominated members, representation, appointment terms, vacancies and follow-up without issuing a legal validity score.
The direct answer
Section 4 of the POSH Act sets the framework for Internal Committee composition and appointment terms. This workbook helps an organisation record members, locations, representation and tenure events for review; incomplete or formula-generated results are prompts for human assessment, not a legal determination that an IC is validly constituted.
Use with review. This editable resource is a structured starting point. It is not a government form, certification or guarantee of compliance. Confirm current law, applicability and internal approvals before adoption.

Purpose and application
What this toolkit covers
01
Purpose and workbook users
Use this offline workbook to maintain an administrative view of workplace units, written-order references, member categories, representation, term dates, vacancies and assigned follow-up. It is designed for an authorised HR, legal or compliance owner, not for complaint or inquiry case management.
02
Workbook structure
The workbook includes START HERE, WORKPLACE UNITS, MEMBER REGISTER, COMPOSITION REVIEW, TENURE & VACANCIES, ACTION TRACKER, and SOURCES & LIMITATIONS sheets. Controlled lists support consistent categories and status entries; date fields and formula cells help surface missing or time-sensitive data.
03
Legal baseline and review prompts
Section 4 addresses the Presiding Officer, employee members, external-category member, minimum women representation and appointment term. Composition Review counts only member rows marked Active. Record a review as-of date, confirm the complete active roster, and identify the order and actual reviewer. Counts and missing-field prompts cannot determine member eligibility, workplace coverage, term validity or lawful constitution.
04
Tenure, vacancies and reminders
Record the appointment period specified in the written order, expected end date, vacancy or replacement information, order update and follow-up owner. Enter the review date before using reminders. A configurable reminder horizon is a recommended administrative convenience, not a statutory deadline. Check applicable law before treating any status as an action required by law.
05
Data minimisation and confidentiality
Collect only the organisational and membership information needed for this governance task. Do not enter complaint narratives, witness information, inquiry findings or case identifiers. Restrict workbook access according to the information recorded and maintain it within the organisation's approved storage environment. Section 16 restrictions apply to specified complaint and inquiry information.
06
Interpretation and limitations
Statuses such as Data incomplete, Review required and Action identified are process prompts. There is no overall compliance score or certification indicator. Confirm legal interpretation, eligibility and location arrangements with appropriate counsel and consult the IC Formation and Reconstitution Guides.
Keep the distinctions clear
Law, Rules and recommended controls
01
Act requirement
Check the applicable provision in the POSH Act and the organisation's facts.
02
Rules requirement
Check prescribed details in the POSH Rules and current applicable instructions.
03
Recommended control
Use internal trackers and review steps as governance support, not as universal statutory duties.
Review before adoption
Common implementation mistakes
Treating blank or incomplete member rows as evidence that a category is satisfied.
Relying on a formula count without checking member eligibility, workplace coverage and the underlying written order.
Describing an internal reminder horizon as a statutory deadline or a workbook status as a legal validity decision.
Questions about this toolkit
Frequently asked questions
Does a complete composition sheet prove the IC is valid?
No. It reports entered data and prompts review. Eligibility, coverage, the order and applicable requirements need human assessment.
Is the reminder period a legal deadline?
No. Any configurable reminder horizon is an internal planning aid only.
Confidentiality and data minimisation
Keep sensitive records appropriately controlled
These are blank organisational tools. Do not submit complaint narratives, identifiable inquiry records or witness information to PIH to complete them. Restrict internal access according to the information recorded. Section 16 of the POSH Act imposes specific confidentiality restrictions; the public Templates Library is not a complaint-management system or statutory filing portal.
