Chapter III establishes the Local Committee (LC) system for situations where the Internal Committee route is unavailable or inappropriate. This covers workplaces with fewer than ten workers and complaints against the employer.

The District Officer must constitute the Local Committee, which includes a nominated Chairperson, local female members, NGO or association-based members, and an ex officio member from social-welfare administration.

Nodal officers may be designated and must forward complaints to the Local Committee within seven days. The Local Committee is intentionally mixed: community representation, women's-rights experience, and administrative support all matter.
