Constitution of Internal Complaints Committee

Chapter II mandates the constitution of an Internal Committee (IC) by every employer having ten or more workers. The committee must be constituted by written order at each office or administrative unit.

The IC is led by a senior woman employee as Presiding Officer, includes at least two employee members and one external member from an NGO or association committed to the cause of women, and at least half of the total members must be women.

The external member is part of the legal structure, not an optional advisor. Committee composition, gender balance, and the external member are all compliance-critical elements that employers must address before any complaint arises.
